Gold Hill Fire Protection District Board Minutes
October 15, 2015

Meeting was called to order at 7:00 pm. Present were members Bobby Vrba, Dave Sturtz, Rick Geesaman, & Chief Chris Finn.

Motion to approve the minutes was approved 3-0.

The Board voted to excuse Paul and Rich’s absences due to their pressing business.

Chief’s Report: We anticipate the possibility of a substantial donation. Chris noted that either the budget could be amended to spend said donation, or we could spend it in the next year. We have budgeted $225,000 for a new (used) truck, and continue to look. The criteria are 500 gallon water capacity, 500 gpm pump and 4WD. We are not desperate since all the trucks work, they’re just old. Chris asked about the request for audit exemption, which Rich was handling. We signed and sent in a new request several weeks ago. Chris didn’t know about this, and we agreed to cc him on this sort of stuff. There have been no calls of consequence, just some abandoned campfires, some mutual aid calls in Sunshine which we have not needed to respond to, and a “fluid flush” near the Gold Hill Inn. There was a good medical training at the Gold Hill School.

New Business: This meeting also serving as the budget hearing, the Board adopted the following resolution, 3-0:

RESOLUTION TO ADOPT BUDGET
(Pursuant to 29-1-108, C.R.S.)

A RESOLUTION SUMMARIZING EXPENDITURES AND REVENUES FOR EACH FUND AND ADOPTING A BUDGET FOR THE GOLD HILL FIRE PROTECTION DISTRICT, COLORADO, FOR THE CALENDAR YEAR BEGINNING ON THE FIRST DAY OF JANUARY, 2016 AND ENDING ON THE LAST DAY OF DECEMBER, 2016.

WHEREAS, the Board of Directors of the Gold Hill Fire Protection District has appointed Chris Finn, Chief, to prepare and submit a proposed budget to said governing body at the proper time; and

WHEREAS, Chris Finn, Chief, has submitted a proposed budget to this governing body on October 15, 2015 for its consideration, and;

WHEREAS, upon due and proper notice, published or posted in accordance with the law, said proposed budget was open for inspection by the public at a designated place, a public hearing was held on October 15, 2015, and interested taxpayers were given the opportunity to file or register any objections to said proposed budget, and;

WHEREAS, whatever increases may have been made in the expenditures, like increases were added to the revenues or planned to be expended from reserves/fund balances so that the budget remains in balance, as required by law.

NOW, THEREFORE, BE IT RESOLVED BY THE Board of Directors of the Gold Hill Fire Protection District, Colorado:

Section 1. That the budget as submitted, amended, and summarized by fund, hereby is approved and adopted as the budget of the Gold Hill Fire Protection District for the year stated above.

Section 2. That the budget hereby approved and adopted shall be signed by the Board of Directors and made a part of the public records of the County of Boulder.

ADOPTED, this 15th day of October, A.D. 2015

Old Business:

Rich suggested a field trip next week to look at dry hydrants. Rick requests we go next Friday, several of us agreed, and Rick will set it up with Rich and Ted Plank from Boulder County.

At the Fall Festival we distributed about 15 address signs, but took orders for about 20 more. Chris suggests we have Gretchen send out an email, which we’ll do when she gets back.
