2017-02-16 Board Meeting Minutes

The meeting was called to order at 7:05 PM by Rich Lopez. Present were board members Rich Lopez, Paul Garabedian, Bobby Vrba, and Boyd Brown. Rick Geesaman was absent, and excused. Chief Finn was present.

Chief Finn started with the Chief’s Report. There were several calls. There was a tree cutting injury on the Switzerland Trail. Sunshine Fire aided in the call which was very helpful. Several religious burns were called in. These are OK even during a fire ban because they are for practice of religion. Chief Finn would appreciate being notified when burns are scheduled so he can respond appropriately. He was notified in this case. Boulder County was notified ahead of time about a fire at Mt. Alto. Therefore no response was needed.

Training: February is CPR training month. April is wildland fire training month.

Federal PILT monies: February meeting resulted in a rather vague response from the County. The County is not willing to agree to any decisions. Deb Gardner said they will meet and let us know of the results.

Frack Tanks: The tanks have been purchased and are at the painters. Target Gold Hill install date is 6/1/2017.
Community and private cisterns: Input from other FPDs is $5000 donation to FPDs on new construction (for community cisterns), or land owner installs minimum 1800 gallon of their own. Location of the community cisterns depends on feasibility conditions and property acquisition.

Dry hydrants: Chief Finn will finalize designs for dry hydrant piping and oresent to the Board at March meeting. Then Chief Finn will submit plans to an engineer.
Pension plan: board unanimously adopted Resolution 2017.001 and bylaws for pension plan.

Chief Finn will not be present at March meeting and will give a 2 month report at the April meeting.

Gallagher Amendment: GHFPD could get cutbacks by as much as 20%! GHFPD needs to look at long-term need and corresponding monies needed.

Ambulance and EMS response: Boulder County is considering doing away with the AMR contract and turning paramedic services over to fire departments. GHFPD needs to communicate to the County that AMR serves Boulder City recreationists in the mountains. Mountain FPDs cannot provide the service.
